Due to how the sector is regulated, incumbent companies must include in their five-yearly business plans how they will provide additional treatment and network capacity for growth. Ofwat then assess their plans and determine whether the companies can use water bill revenue to fund the investments. Unfortunately, large additional demand that occurs outside of the business planning process usually must wait for inclusion into the next planning cycle, this could add up to five years to the wait, if capacity is unavailable at the local incumbent.
